Mezmeron provides the Ghost Monsters with a formula that gives them super powers, literally becoming Super Ghosts. When they terrorize PacLand, it's up to Pac-Man and Pepper to become super themselves and stop them. The Ghost Monsters steal PacLand's space shuttle so that Mezmeron can utilize a device that will allow them to draw the Power Forest's power pellets to the Moon, saving them the trouble of finding the forest. Pac-Man and Pepper pursue them in space to stop them.
